In the near future, to help raise birth rates and encourage NEETs, hikkis and other abnormal "hiria" to become well-adjusted, socially active "riaju," the Japanese government passes the "Neo Communications Act" which compels citizens to use the social networking service "Tweeeter." The more followers a citizen has, the more rights and privileges they get, like being able to use public transportation. However, if a citizen ends up with no followers, their account will be frozen and they'll be an invisible zombie to the rest of the world.
The protagonist, who only calls himself Ore, wakes up on a dazzling stage. MC, the eccentric woman who presides over this stage tells Ore that he in a "Flame Battle," where the winner can take all of the losers' followers. Armed with orange sunglasses that comes a quirky AI called Shiru and a system called PAS (Positive Active System) that turns him from a nervous freeter to a boisterous representative of all "hiria," Ore takes on one "riaju" after another to climb the ranks of Tweeeter, defeat the King of "riaju" and rescue the girl who had once saved him.
